Derelict Site Register

Hi All, near my house in the town there is an old restaurant on an open site which has been abandoned with years >15/20 years. Roof is all holes, fascia, soffit & gutters are hanging off or fallen off, all windows were boarded up years ago but are pulled off in places. Worst of all is the owner has made no effort to secure the premises and as a result it draws trouble, dumping rubbish, drug dealing, kids playing and in danger of getting hurt etc. Long story short, the council must have noticed same or have been notified of same and they have issued him with a notice, the notice states that he needs to remove all rubbish, powerwash, fix roof, fascia, soffit & guttering and install new windows in two months, failure to do so will result in the property being put on the derelict sites register and he could be fined and/or imprisoned.

Almost a month of this notice has lapsed and the owner appears to have done nothing, no one has even seen someone to come out to price some of the work. Assuming he does nothing, and knowing the same guy he will do nothing, what will happen next, just wondering if this is something that normally drags on for years with several rounds of notices or can we expect some improvements in the place in the short term.
