Self-Transfer through Madrid en route to Dublin

My brother's girlfriend is a Mexican citizen, resident in Mexico, who is due to come to Ireland in a few weeks. 2 flights with 2 different airlines and a 5 hour stop in Madrid airport. Self-transfer involved, so she's worried she may need an airport transit visa. I suspect she will have to pass through immigration control (she only has a personal item - no checked-in baggage) in Madrid, before checking in for her connecting flight with Ryanair to Dublin. Can anyone advise on whether she'll need the transit visa or not? Mexican citizens (and others) currently not being admitted to Spain. However she fits into the Spanish government exemption list, as someone who is transiting from a non-EU country to another non-schengen list country (Ireland). Spanish embassy in Mexico mentioned proof that she'd be admitted in Ireland - can the Dept. of Foreign affairs provide something I wonder? Thanks.

Not being funny but you're asking about the finer points of Spanish immigration rules in an Irish forum. Not saying you won't get an answer but it's a long-shot.
