Not sure what you're expecting to see but you won't be visiting Skellig Michael, see link below. You'll have to be content with a drive around the Ring and maybe take in the 'Skelig Ring'.

You can still take boats around the Skelligs though, they're just not doing landings atm.

Isn't there talk of them allowing that soon?

Are you planning on going this year? I can't recommend an operator, but obviously a lot of them won't be running this year. We were in Killarney recently and the PaddyWagon office was closed with a "to let" sign in the window, just to give you an idea of how bad things are atm for tour operators...

I've heard a lot of talk about locals wanting to allow landings again to boost tourism, but haven't heard that the OPW is budging on this yet. I think the problem is that normally they physically help people in/out of the boats.

We were in Kerry very recently though and got a boat around the Skelligs, which is still worth doing. We also got a boat around the Blasket Islands too, which was brilliant!

Personally I think you'd be better off doing this yourself with your car, given how things are this year.

Just as a thought though, do you need to base yourself in Tralee? Depending on how much time you have, you could stay in a few different places to avoid driving long distances each day. We went to Kerry for 2 weeks and stayed in Dingle, Cahersiveen, Kenmare and Killarney. Everyone kept asking why we were staying in Cahersiveen, but it was great to "break up" the Ring of Kerry! We stayed there for 3 nights and it meant we could take our time getting the boat around the Skelligs, doing Valentia Island, Kerry cliffs etc. There was very little driving involved while we were in Cahersiveen. You'd be very rushed and doing a lot driving each day if you were to do those from Tralee.

If you stay in Portamagee, there'd be even less driving as that's where the boats to the Skelligs leave from (but is a smaller town with fewer options available for accommodation and food).

Kenmare gave us easy access to the Beara Peninsula and then Killarney was good for the other end of the Ring of Kerry, to do the National park properly.
