Valve to turn off radiators

    There is a valve under my kitchen sink that turns off the downstairs central heating, but leaves on the upstairs central heating.
    Is that normal?
    Would it not normally be the other way around - a person would want to be able to switch off upstairs rather than downstairs?

    House dates to 1970's, but was re-plumbed about 18 years ago.

    There is another valve in the hot press upstairs. I wonder if that one turns off the upstairs heating. Would it be ok for me to try it out? or would i cause damage?
