Scorched earth

I have a raised (over 4 feet high) strip of land between the side of the house and the fence of the higher land next door. It runs from the front of the front garden all the way to the back wall. Thing is , every type of crappy irritant is growing in it as well as a nesting place for rats .

What's my best option for full on scorched earth that'll kill ivy, thorn bushes etc. Under all that is compacted earth about a foot down from the height of the wall, so the plan is to kill everything and then at some point maybe put a layer of concrete over it.

    Cheers
