Air to water heating issues - new build

    We purchased a new build approx 18 months ago. It's an A energy rating house which we paid a lot of money for. From day one our heating has never worked. The very first instance we noticed was when we moved in. The heating was on upstairs but not downstairs. When we did our snag the plumbers came in and showed us how the system work as it's an air to heat system and basically told us not to touch it its all regulated by the two thermostats on our walls.

    When we noticed the 1st issue the plumbers where still on site. They came in tinkered with it said it was fine and off they went. Two weeks later our hot water upstairs stopped flowing and our electric shower failed. Again we got them back in they said there was nothing wrong that the water pressure upstairs is generally poor. I sent a video of the hot and cold taps in our bathroom to an engineer I knew and he called bs. Got the plumbers back in, they took a look at the pipes in the hot press and discovered a big lump of insulation blocking the hot pipe. Fast forward another few months the whole heating system is surging as in the heating is not regulating it's burning hot and then knocking off for a few days. This happened all through out the winter. We would have a roasting hot house or a freezing cold one. Upstairs heating would work but downstairs wouldnt. Called the plumbers they told us our warrenty was up. We have had two companies out to look at the system and both have said the unit out our back is working fine but the issues we have boil down to the plumbing in our house. Both of the companies have said that the electrics to the thermostats are faulty and one of the engineers went to far as to say that all our pipes are the wrong size our tank is useless and that he would need to replace the lot that the system is just going to continue to break down. Low and behold we have had to get a plumber out twice in the last few weeks one for the hot water again and the second for the heating surging.

    Anyone got any advise on this? I am not a plumber obviously I am fuming that I could be potentially having to fork out 5k to replace all the parts (quote given to us to replace faulty tank and pipes incl labour etc). In the house 18months I feel so hard done by
