    My wheels where rubbing of the arches lip on the back of the car so I bent them back should this pass an nct

    Possibly, if there are no jagged edge it should be fine.

    I'd be more worried about why they were rubbing in the first place than pushing the arches back. Is the car modified, poor modification, or standard, something serious could be wrong with your suspension.

    The cars lowered on coilovers, I'd say it's because the tires I have on the wheels are too big I should have gone for a smaller size

    Yes, of course. Why wouldn't it?

    That would also be an NCT fail.

    Why don't you just get bog standard wheels from a scrappy or wherever and put them on for the NCT, then when you have your cert put your chonky alloys back on.

    Cute way out of it.
