Travel insurance during Covid 19

So I contacted VHI Multitrip in relation to my cancelled trip to Manila at Easter and my upcoming trip to the Olympics that I wish to cancel on the basis of government directive for non essential travel.

    This is their vague response:

"At present all refunds are to be pursued through the airline providers. If the airline advise you they are not refunding you we may be able to review the claim as per the policy terms and conditions if there is a Government Directive in place 48 hours before you are due to travel. If we are reviewing the claim for you we will require the original booking invoices for the flights and written confirmation from the airline of any/no refunds are due.

Please note there is no cover on the policy if an airline goes bankrupt."

What do you make of that?

I suspect they'll have to refund me for Philippines because there was a government directive in place and Emirates won't issue full refunds. I assume a letter from the travel agent (which I have) will suffice here as that's who I've booked through? Emirates won't deal with me directly as I booked through an agency.

With my Japan trip, it seems I'll have to just wait until much closer to the time.

Also the not covering in the event the airlines goes bankrupt smacks of something they've made up recently.
