I doubt it without a vat number. Why don't you have one?

You need to be registered for VAT

You could register for VAT to claim it back. Of course you would need to charge VAT then.
Kind of a concerning question tbh from someone who is self employed. Do you have a tax advisor?

One assumes he hasn't hit the VAT limit yet. You don't need to register unless you hit 75k in sales no?

    Is it not 40k?

You must register for Value Added Tax (VAT) if your annual turnover is more than or is likely to be more than €75,000 for supply of goods or €37,500 for supply of service. As a trader you pay VAT on goods and services acquired for the business and charge VAT on goods and services supplied by the business. The difference between the VAT charged by you and the VAT you were charged must be paid to the Revenue. If the amount of VAT paid by you exceeds the VAT charged by you, Revenue will repay the excess. This ensures that VAT is paid by the ultimate customer and not by the business.

Transport of passengers is exempt from VAT anyway so regardless of turnover, you couldn't claim VAT back on expenses.

I am assuming that you did not see PSV. Thats a public sevice vehicle licence which is Taxi, Hackney, or Bus. Passenger hire a VAT exempt activity so he cannot register for VAT.
