    I live in a 12 year old apartment. I noticed tonight that the blinds in my sitting room were blowing slightly in the wind. There seems to he a draft coming from the edge of the wooden window frame which I sealed with masking tape, but also between the edge of the frame and the wall. Any idea on how to solve this or recommendations on who to get out to look at it?

    Depends on the size of the gap. You can use silicone to make a permanent seal between frame and wall. If the gap is larger an airtight tape would be best option. Something like contega SL..they tape is fabric based and can be plasterered or polyfilled over to hide it.
