No water pressure after minor repair

Hi. I'll make this short. I turned off the water using a tap located under the sink to fit a new ball valve in the upstairs toilet. Got it in but the problem now is I don't have any water pressure in the cold taps or cistern.
Is there anything I can do to fix it?

Has the pressure only dropped off today or is it always like this?

Apologies for the late reply. Ok the water pressure in the upstairs toilet and sink is fine now but there's still nothing in the downstairs toilet.
