Access to Site HSA 2005

Hi,
Our builder has not given us keys to our house to date as claimed unsafe due to scaffolding. However, all is removed and floors poured, says we still cannot receive keys due to Health and Safety Act 2005 all visitors must be supervised. However, we are the owners, NOT their employees or sub contractors. Is this allowed?

assuming contract in place. Builder controls site until ‘practical completion’. What has the contract administrator ie your arch or eng stated on the mater?

He’s just trying to reason with them for keys :-( What is practical completion

Hi, yes contract in place for contractor to carry out works. Psdp is our architect
