    Hi,
    Our builder has not given us keys to our house to date as claimed unsafe due to scaffolding. However, all is removed and floors poured, says we still cannot receive keys due to Health and Safety Act 2005 all visitors must be supervised. However, we are the owners, NOT their employees or sub contractors. Is this allowed?
