Can you renew your driving licence in a different county than where your address is?

Example could a person living in Cork renew in Tralee in Kerry instead?

Don't see why not. You can renew your licence online now so I doubt it matters whether are in Tralee or Timbuctu.
The address on your licence doesn't need to change unless you have moved house.

There is a clue in the name of the agency which now handles driving licences.....

    National Driving Licence Service

It doesn't matter where you live.

In the old day's you'd renew in the council offices before it was taken away from them due to corruption and their lazy work ethic. And one council could have an entirely different set of rules to another county, this was why I checked.

For driving licences they all followed the same rules as there aren't that many for renewing a driver's licence. Fill in form, bring old licence and pictures and medical if needed.

The only differences between councils is that some are stricter at enforcing the rules for commercial tax.
