Commercial premises, breaking thru to adjacent premises

    Second post here tonight so getting my monies worth!
    Our offices are located in a purpose build office block and we have a ground floor unit.
    Our neighbour has a 3 floor unit.
    Opportunity has arisen to purchase neighbours upper 2 floors.
    The stairs to the upper 2 floors in the neighbouring office is directly on the other side of the partition wall between our office and the neighbours and it would therefore be relatively straight forward to break thru to gain access (and build a seal wall therefore closing off neighbours access to the staircase).
    Would planning permission be required here?
