Illegal adoption to the North

The Catholic Church is facing a new round of compensation claims I see. Apparently the adoption of children from the south, born to unmarried couples, to married couples in the north is going to result it a huge amount of cases again. How does it work when this is basically spanning two different legal jurisdictions?
