I am unclear about the plea of nolle prosequi.

If the prosecution enters a plea of nolle prosequi I understand that to mean that the matter will not proceeded. What I do not know is if the plea constitutes a definitive termination of the proceedings.

Q1. Where a nolle prosequi is entered is there any legal right for the prosecution to re-enter the case at a later date for whatever reason ?

Q2. Is there an alternative procedural method to legally terminate an incomplete prosecution, with prejudice, whereby it can never be revived.
