Electric rads or air handling unit

I recently moved into a new office with GF and Basement. The place was a shell, it has no heating just electricity and water.

GF and basement are about 50sqm each. I'm trying to decide on whether to go for electric rads or a heat pump that will take care of everything including air condition.

Does anyone know if a heat pump would be overkill for an office space this size or if using electric rads any indication of how many would be needed?

Concept design of the unit is here https://imgur.com/a/VgKV167

Ultimately I'm trying to determine if I need an air handling unit that will do everything including ventilation or if this is overkill for a unit of this size and if electric rads would be sufficient.

Will landlord give you permission to install the heating/cooling aircon units?

    How long is the lease?
    .
night rate meter c/w Storage heaters with a day heater option might be best.
If you go this route make sure you have a timer somewhere that only you can control for ensuring the day heaters get switched off outside office hours.
You can get them with two time clocks embed in the individual heaters or older ones that you put clocks on with scircuits.
    i prefer this option.
As for the capacity required, what spec is the build?
    How airtight is it?
    How many rooms?
Will both GF and basement require the same heating?

What sort of insulation does it have (do you know?)?

If its a shell will you be fitting it out ? (i.e. suspended flooring, ceiling, partitions etc)?

We're also insulating the ceiling and the walls. It's a steel floor with marine plywood on the GF level we'll put laminate floor over this and then the ceiling on the GF is just a timber ceiling with apartments above which have nothing to do with us but I'm going to insulate the ceiling on the GF level between the joists.

In the basement, we'll insulate between the joists in the ceiling and also insulate, plasterboard and skim the walls.

Here is a concept design of unit. Keep in mind this is just conceptual but it gives an indication of the overall layout. https://imgur.com/a/VgKV167

I don't know about air tightness sorry.

You will need ventilation for people to meet building regs, 10l/s per person at a minimum, that will have to be ducted into all the occupied spaces. You'll also need extract from the toilets too.

Regarding the heat, rads will be a fraction of the cost of air-conditioning. But my experience with occupied basements is that they tend to overheat, so you will need cooling. A complication may be the need for outside space for any outdoor units associated with Aircon.
Tbh you should have an engineer look at it

We have a flat roof at the small extension on the GF level so the aircon unit can be located there.
