I would say custom made, hotel is in Dubai

Google "crowded people vector alphabet"
Looks like that printed in black and white and framed.

Well spotted! None of the ones on google are quite the same typeface, but they are very close. I think the suggestion that it was custom made is probably right, there is an edge of quality about the letters in the photo.
