Hi myself and my partner are hoping to build a house this year or at least commence it
I'm pretty clueless at this so any help greatly appreciated
We have a site but still in her father's name

What is the typical plan of action to obtain at least planning permission?

How would you go about that. Will the council help or is there a list of recommended ones

Try get a personal recommendation from friends or family.
Look at other new builds that you like in the area and contact the architect/agent that prepared the planning for them.

if you look through the councils planing website, you will see all the recent applications in your area.

all drawings and documents are scanned in. so the agents details will be available there.

otherwise, when you look through the application details on line, the agents details will be included.

    see who is repeatedly listed

Google 'Architect', should bring up some architects near you. Check put their work, most have a website, see if it interests you. Give them a call.
