Any pond fish rescuers/advisers out there in Galway?

Just happened to walk the dog today by the small rectangular pond in Merlin Park Hospital. The pond is in a disgusting state - the bottom is just a mess of suspended algae. Unfortunately, the pond has at least two goldfish (maybe more). Both of the observable fish are probably at deaths door. If there are any pond keepers out there who could advise that hospital about how to winterize a pond and whether these two fish should be immediately culled would be appreciated. It could be a slow painful death for both of them.

One is upside down and incredibly bloated - probably beyond intervention other than being humanely disposed of (& if anyone is thinking of doing this, please don't freeze a fish - it is an appalling way to die as ice crystals just expand everything to a death of complete excrutiating suffering). The other fish was lying sideways just about keeping its head above the carpet of algal soup - the photo is poor but that red dot in the middle is just the head of the fish - I was able to "release" it and it swum off sideways to hide.
