Long story short I used to have the flue from my boiler coming out the roof but got a new boiler & the flue had to go out the side wall.

I know how an unused flue coming in the roof and want to either remove it or block it off in some way.

I'm not even sure what type of tradesman I'd need for this.
    Roofer?

Right now i have it stuffed with newspaper to stop the wind coming in.

What's the best way to tackle this? I'm not against blocking off the inside with an air vent cover.

No need for a tradesman IMO.

I'd leave the outside. Why would you remove it?

On the inside cut a ceiling level and make good with a bit of plaster / paint.

Can't do that - the wind & some small amounts of rain get in

Get roofer and get that flue out of there. It looks like a shambles externally so needs removing.

If theres no issue i wouldnt go near it. Could cause more problems than its worth.

Definitely a roofer, get the hole on the roof sealed up properly. A good handyman will be able to fix up the inside.

I dont see how. Looking at the photo, there is only a small distance to where the roof meets main building. Stripping all the way to the wall of the main building only involves a few slates in this case. This will allow a full and proper job with a new felt section put in and slates then correctly refixed.

It's stuffed with newspaper but the draft can still be felt.
The newspaper gets damp (never really wet) and so needs to be replaced every few months.

Looks like I need a roofer then - will get some quotes & then decide what to do

Looks to be three slates and some membrane. Handy number depending on the height

Make use of it. Stick in a sun tunnel won't cost a fortune
