Most likely the lamp is faulty. It is not possible to repair a unit such as this. The only option is to replace it.

Adapter or enclosure could be interfering with the light sensor e.g. covering it or reflecting light from the bulb into it so its detecting its own light.

Then again it looks like a nobrand chinese job so could just be faulty.

€18.95 is bonkers for a no brand piece of chinese junk, to put it in perspective you'd have to leave it on for more than 2 years to save that much electricity and being chinese it mightn't last that long. I'd return it if you can.

You can get a "used like new" (usually new with damaged box) philips one from amazon warehouse for about €12:
    https://www.amazon.co.uk/gp/offer-listing/B073FNKLF2/ref=dp_olp_all_mbc?ie=UTF8&condition=all

Or just leave a normal 9w LED bulb on 24/7 and give her a tenner in a card at christmas :-p
