Is an email sufficent notification of a job offer?

Hi, a friend interviewed for a job with a semi-state agency and subsequently discovered a job offer in his spam folder 10 days after it had been sent therefore missing the deadline by a few days. The job has now been offered to someone else significantly further down the panel. Just wondering if others in this area of work…

Just wondering if others in this area of work think a single email is appropriate for a job offer from a HR perspective and wondering if anyone has had a similar experience/advice?

A call would be more common, but email can happen and should be fine too. What is really weird is that they didn't follow up with a phone call after getting no response by email before moving on to the next candidate.
