Is an email sufficent notification of a job offer?

    Hi, a friend interviewed for a job with a semi-state agency and subsequently discovered a job offer in his spam folder 10 days after it had been sent therefore missing the deadline by a few days. The job has now been offered to someone else significantly further down the panel.

    Just wondering if others in this area of work think a single email is appropriate for a job offer from a HR perspective and wondering if anyone has had a similar experience/advice?

    A call would be more common, but email can happen and should be fine too. What is really weird is that they didn't follow up with a phone call after getting no response by email before moving on to the next candidate.
