If you took a car to a Dublin NCT centre to import and you gave a Cork address, would you still be issued with a D reg?

Its wherever you decide to register it based on your home address for the vehicle registration cert no?

My brother in law bought an import in Dublin last year, the dealer brought it to the NCT place to be checked, and the car was given a WD reg for Waterford (where he lives)

It'll have the Cork reg plate.

I imported my Bike in Galway using a Monaghan addressed letter, reg plate was MN.

It's determined by the address you supply them with around proof of where you live, i.e. the address on current utility bills you have to provide when VRTing it.
