Outdoor silicon, drip channell in granite steps, and mini-disc

I have steps made from granite flags but they weren't bedded or grouted fully, and they don't have a drip channell at the front.
As a result, some water is running down the back of step, seeping undernearth, and out onto the top of the next. So, they are getting green slime is parts.

    1) Silicon grout? - there isn't room for good solid grout and I'm wondering if I can use some kind of silicon grout? Any recommendations if this would be ok?

    2) The room for a disc to cut a drip channell is only 8 cm - and idea if I can get a disc this small, that would cut a drip channell with a mini angle-grinder (the standard small disc is 115mm).
