How long does it take to receive the offer letter after submitting all the documents?

    After having submitted all requested documents, we are still waiting for the mortgage offer three weeks later. Is this normal? Also, every time we call to check the status of our application, we are always told it is with the underwriter. Last time we took out a mortgage, 3 years ago, we received the mortgage offer in 3 days. Our mortgage advisor isn't replying to our emails either. Meanwhile, contracts have been signed by the other party and they are all waiting for us to sign.
