    I'm wondering what my best option is here - I've an expired 2nd provisional from about 4 years ago. Should I just apply for a test and get a third provisional (or is that even possible?), or am I better off starting from scratch?

    Provisional? They are gone well over a decade. What you had was a Learner Permit. You can renew your learner permit up to 5 years after its expiry. You’ll need to apply for your test to renew it as it’s a third or subsequent permit.

    Apply for your test and renew your learner permit. Do some lessons with an instructor and go for your test.
