Doctor secretary doing things she shouldn't be

My friend works in a GP's office as a secretary, she's in her mid 30's.
For the past while she's been on anti anxiety medication, at first she made out that she had been put on the medication and we all assumed by a doctor but ive recently found out through her and other people she knows that she wrote the prescription herself from the doctors where she works with no knowledge from any of the doctors or nursing staff in the GP, I dont know how she did it but she did.
She has also been going through confidential medical files of people she knows who attend the doctors. She has openly shared personal information she's read about people to me and her other friends.

Surely this has to be illegal? Could she face charges? Could the GP face charges as theyre not keeping patient files secure.
