Council Housing and HAP for separated Father

Someone close to me has been added to the housing list and has HAP approval as a single person. He is divorced from the mother of his Children with fairly unrestricted access given although the Children reside with their Mother in the family home. The Children are on good terms with their Father. Is he entitled to be considered for a Council house or HAP private rented house with an additional bedroom so that his Children can sleepover occasionally?
I have seen the approval letter and there is no mention of his Children. Is this normal? Now that he is approved and on the housing list is it just a trivial matter to re-apply as a separated/divorced parent with Children mentioned on the application or is it more involved?

I do not know why only "single person" approval was given or if that was all that was requested as someone else filled out for forms for him but it will not allow him to rent a dwelling where he could host his Children and no Council property is available which accommodates a single person so he would be waiting a long time to be housed in Council Housing.

    Any advice appreciated.
