You can apply for it. Whether or not you get it will depend on whether or not you can convince the CWO about your situation.

Have you returned to take care of your mother full time? Is her health in decline? If so, you need to apply for Carer's Allowance. Your mother's GP will have to fill a section of the form. In the meantime apply for SWA.

Maybe there’s some information there which could help you.

Did you fully explain your situation when applying? Returning to Ireland from the UK because you are the sole family member of your elderly mother and need to keep an eye on her is certainly a good reason to quit your job!! I know of close friends who gave up jobs at the other side of Ireland in order to be closer to elderly family members and there were not disqualified for any period at all. You should certainly challenge the 9 week disqualification. Unless your mother needs full time care and you don't suggest she does, then you would be available for full time work, seeing her evenings, weekends etc. You can apply for SWA while making an appeal. If you are entitled to Jobseekers Benefit from your work in the UK you should be able to transfer it here for a period of 78 days but would need to set that in motion from the UK and before Brexit descends to be on the safe side.
