Planning Permission for wall?

I want to build a retaining wall about of 50 metres long and 2½ metres high. Due to the nature of the ground, about one metre of the wall will be below the finished ground level.
Which is the least expensive – a block-built wall or a poured concrete wall?
Also, this wall will be alongside a public road. I will have to pipe and stone a drain on the road side of the wall for its whole length and for a width of 2½ metres, between the wall and the edge of the road. Will I need planning permission for this job?

    Thanks in advance.

Yes. And You’d be best to liaise with council to see if they’ll absorb the road license

    Planning required.
Also close pre planning meetings with the planners and the roads department as they will most like want a chartered engineers design cert as it’s adjacent to the public domain.
