Hi. I passed the test for D1 maybe 3.5 yrs ago. I was given the docket to go to an NDLS and get my license updated.
Long story short I never went.

Any idea if I can still claim this at this stage or how I would go about it?

Unless the cert was issued by the Garda or Army (which are valid for 5 years), it's no longer valid and you will need to do the test again. Cert issued by the RSA is valid for two years only.
