Crew Cab Bulkhead Position

I've found a few posts about crew cabs and bulkheads here but none that answer my question.
I've a 7 seater transit crew cab with a partition. The partition is just ply and carpet backed but it's been passing the DOE like that for years before I bought the van.
I want to move the seats and the partition back to make more room in the middle, maybe have two seats forward and two seats backward with a table in the middle for when I'm working. I can have a customer sit inside and chat/go over things in more comfort.
I've seen a lot of vague references to rules about cargo to crew cab ratios and partitions but I cant for the life of me find any actual regulations or rules.
The only thing I can find is that the partition needs to be fixed/permanent.
Can anyone shed some light on it?
    Thanks in advance.
