    Scenario:
    - you have planning permission for drawings that show 350mm external walls
    - you now want to make them 400mm

    Can you go ahead and increase the overall building width by 100mm?

    If you need to talk to planning is this a phone call/letter or a new planning application/something else?

    No, technically You have to take the space from the internal space.
    In reality, would 100mm be noticed across the width of the house? Depends on its setting and if it has to line up with an existing building line.

    Talk to your certifier.

    if the certification required state "in substantial compliance" then it might be reasonably argued that the extra 100mm all round is insignificant, especially seeing as the internal floor area remains the same.

    Agreed. The only thing to be concerned about imo would be things like distances to boundaries, percolation areas, septic tanks etc. Anything requiring a minimum distance and which has been designed to the minimum requirements that might be affected. Other than that I would think 100mm over the width of a house would definitely fall within substantial compliance. It would be up to the person certifying the works to confirm however.
