Is there someone type of professional I could hire to come with me on a house viewing who could tell me roughly how much it would cost to refurb a house (wiring/plumbing/flooring/painting etc)?

Sounds like you're looking for a quantity surveyor

    QS or a Builder.
Be prepared to pay them their days rate though so it could get expensive, especially if looking at a few houses.

If doing material work as per the new part L, some of the folk might not be up to speed on the new requirements, and associated costs, post 1 Nov 2019.

Depending on what you have in mind/ what is needed, "refurb" can range from 400 to north of 1,000 euro/sq meter, which might be a useful sort of metric to have in your head.
