Can underneath stairs always be removed?

I am looking at an A house...attached to another. However the stairs is in the middle of the house, with a kitchen to the left, utility under the stairs and living room to the right. Is it possible to take out the utility room to create a fully open plan space?

In the front door, stairs in front of you, living room right and kitchen left...
