I contacted social welfare today regarding an application i have in for invalidity. I was told a decision was made but they do not give them out over the phone i would have to wait for the decision to come in the post.

Is this really the protocol or was the person i spoke to afraid (for want of a better word) to give me bad news?

Of course it's the protocol. They are never going to say such things on the phone, and they aren't afraid of you.

Try not to read too much into it, hard as that it. Waiting for the letter is the norm. It certainly helps them avoid having to deal with people's reactions but the letter also sets out explanations in cases where there's a reduced payment etc. Best of luck.
