Would any industrial strength valet make an impact on these long suffering water damaged seats?

You can wash them yourself with clothes washing powder (Persil, daz etc)dissolved in warm water and a clean microfibre cloth or sponge .

Would that be a permanent fix folks?

From what I've read elsewhere, this type of thing may initially disappear, only to re-emerge shortly thereafter.

No permanent the washing powder is very high tech and designed to get stains out of cloth , so it works brilliantly , if you haven't got a wet vac , get the dirt from the seats into numerous clean cloths.
