Stamp 4/Spouse reunification

    I have a cousin (Irish citizen) who is looking to move back to Ireland with their Non-EU spouse(USA). From what we can see online the only way to do this would be to turn up at the border, state your intentions and then apply to INIS for a stamp 4 while in the country.

    My cousins spouse however, is the primary earner for their family. Therefore, it wouldn't really be possible to have them potentially waiting around for up to 12 months for the stamp 4 to come through before they could work!

    I am wondering if there is any other way to apply for this visa before entering the state or is there another visa they could look into?

    Would it be possible to apply for the stamp 4 while on holiday here and then come back?

    Is the family reunification visa applicable for Irish citizens who want to return to Ireland but are currently residing outside of the state?
