Would I need planning permission to "fill in" an existing porch, I have attached a picture of a similar open porch below. I would like to have a door on the front, window on the side and clad the walls.

Keep it less than 2m2 internal area to be planning exempt.

Ensure the windows on the side are 1m from the boundary they face.
Keep internal floor area rom2 sq.m.

Make sure height is below 4m.

I didn't realise the 2m^2 was internal area.

Any idea if this assumes any particular wall thickness?

Wall thickness doesn't matter as its internal measurements.
