NCT smoke test fail

Recently failed the smoke test on my 1.6 diesel Peugeot. They said it gave a reading of 9.99. brought it back to my mechanic and he went over it and said there was nothing wrong, he booked me into the doe test centre and they passed it. I brought back to the nct centre and they failed it again on 6.99. Brought it back to the mechanic and he went over it again, we then booked into a VW garage in wexford and they tested it and passed it. I don't know what to do I wanted to sell the car as I bought another, can I appeal the nct decision or just keep trying to get it passed. I don't understand how they can give readings like 9.99 and then to 6.99 within a few days when nothing has been done to the car. Any advice would be appreciated.
