Imported car from UK. got VRT sorted and paid 10 days ago. However, registration certificate still hasn't arrived in post from government department. nct appointment today. Can it still be tested. Being a Saturday, everywhere I try to ring to find out is closed.

I have never been asked for the reg cert when getting cars tested. A licence was all I ever needed. It might be different at different locations though.

Yes, bring ID. Have you taxed it ? Logbook won't be issued until you tax it

Insured this week and motor tax done online today. Might that be enough?

Taxing it for the first time triggers the logbook being issued from shannon.

Correct. I NCT/VRT'd mine last week. taxed 48 hours later, disc in post 24 hours later, logbook in post 48 hours after that so relax.
    Can it still be tested

Presume you are asking about real NCT cert Does it not have an MOT ? would you not just exchange the MOT for the NCT cert ? You do know you can do that ....

    The MOT had just expired.

As you taxed it today logbook will only issue now. Might take few days or a week.

In relation to NCT, your logbook is required, but:
    a) often they don't bother asking for it.
    b) even if they do ask, and you can't provide it, they'll still test the car, but they won't issue you with pass cert until you can provide logbook (so in your case might be a week later or so).

Absolutely no need for cancelling the test.
