Purpose of the flat stone "floor"?

    Hi all, I am not savvy with structural engineering or masonry - could anyone tell me why the flat stone "floor" is necessary in this construction? Is it to prevent tidal erosion from undermining the wall? Location - Ardfry peninsula, inner Galway Bay.

    When the tide goes out it gently rips material back. It is to stop the foundation being undercut.
