Removing road ditch

A non-farming neighbor wants to remove ditch in front of his house. Non farming so no bps, subs etc. are there any issues in him just belting away. It’s about 60 meters.

Any planning permission might have had conditions regarding the boundary. It might be worth checking if removing the ditch would comply with planning.

I'd imagine also that they are not exempt from the wild life act
