Oil Tank Location

I need to decide on the best location for an oil storage tank in my rear patio area.
I've been reading up on the regulations, and siting the tank 1.8m from the house is no problem. But ideally, I'd like to place it in one corner, by the boundary fence. Leaving a 720mm gap on two sides would really make things awkward, so I'm looking at the possibility of fitting 30 minute fire-retardant panels to the fence. Then it seems I would only need a 100mm gap between tank and fence. (?)
So taking this a step further, would exterior ply, painted with fire-retardant paint be acceptable?
Or would fire-retardant exterior ply be better?
I stand to be corrected on any of the above, any advice would be appreciated.
