There is a double light switch underneath my timer and the timer itself is faulty, but you can still manually turn on the boiler with it.

One side controls zonal heating. ie. up is for upstairs only and down is for both. The other side doesn't seem to do anything. I thought it was for Hot Water but the water still heats in both positions. Its Oil heating, I have an Electrician coming Monday about another job but I am not sure if this is a job for him or for a plumber.

Electrician should be able to do this for you.
Sounds like to switches are one for upstairs and one for downstairs, with an open circuit to hot water.

The switch that allows you to turn on/off to control upstairs is opening and closing a mortised valve (you may also have a room thermostat upstairs, that once the switch is on, if the thermostat is looking for heat the motorised valve opens)

The second switch is doing the same for downstairs, but is sounds as if the motorised valve has failed in the open position (hence downstairs is on no matter what you do with the switch)

See can you locate motorised valve, they maybe in your hotpress.
