Water meter full of water!!

    Hi I recently found my water meter full of water. I rang Irish water and they are sending sometime to look at it to see if it's on my side or theirs.

    Trying to get it straight in my head. I rang 2 months ago and haven't ever seen water run out of the meter cover above ground. Does the water main "fall" towards my house and could the leak be on my side and run into the meter enclosure or is it a seal on their side or something.

    Any body known what would cause this or any experience here?
