I drive a 2006 Peugeot 307. Last night went out to the car frozen over. The wipers seemed to half work. Defrosted the windows but wipers were same. Went up halfway and just stopped. Today i went to see if they were bavk working and one of them works. The other doesnt budge. Its loose feeling to move. Like its completely free to move with my hand.

Is there a nut or something loose or?

Linkage broke when you tried using them last time.

This video will show some of the linkage

Have a look and see if you can figure out where the problem lies.

Or you may be able to snap the linkage back on.

Try disconnecting the battery for a minute.

In an old Astra I had for a bit this was possible a few times but it got worse and worse until I had to replace it. It would always go when you needed it most as well - in the rain, in the dark on a motorway.
I've never tried them but if it is the linkage, you can get a little clip that fits over the bits that are snapping out on ebay etc. Might be worth a go. Think they are only a few euro

    Sounds like linkage.
Had that happen to my old focus.
Got by by using a few couple ties to keep it together :p

Everyone was correct. It was the linkage. Got it sorted. Thanks again.
