My friend wants to learn to drive but he wants to learn in an instructors car only and do it near his college. Does he still need to get insurance / be insured on someone else's car or is learning in the instructors car only allowed?

The instructors insurance should cover it. I only needed to be named on a policy when using a relatives car. If he doesnt own a car, he cant get his own policy anyway.

The instructors insurance covers him but only for his lessons in the instructors car. If he wants to practise in someone else's car he will have to be named on their policy.
My son did his lessons and some extra sessions, then hired the instructors car for his test. So he had his full license by the time he went looking for his own insurance.

As long as he's only using an instructor's car, he will be covered by the instructor's insurance and doesn't need to purchase his own or be insured to drive any other vehicles. If he is really a brand new driver, though, it's very unlikely that he will be able to get up to test standard just by doing his 12 EDT lessons; additional practice is essential for learning to drive, and the cost of doing all of that extra practice via a driving instructor is going to add up quickly. He will also need to hire a car from his instructor for the driving test itself, which is yet another additional cost.

Very often all that is much cheaper than buying, taxing, insuring, fueling and maintaining their own car.

    Let’s do the figures:

Imagine doing 12 EDT lessons plus 3hrs practice between lessons with an ADI, in total circa 48hrs at an average of €35/hr but it could be slightly cheaper if booking in bulk.

    48 x 35 = €1680

There’s barely a learner in the country getting insurance on their own car for the first time for that amount nevermind the purchase and upkeep of it.

True, but if you're learning to drive, presumably you'll be buying a car at some point; if you can swing the costs now and you have someone to accompany you while practicing, it'd save you money spent on additional lessons.

This is the thing though, learning to drive shouldn’t be something you try and scrimp money on. It should be considered an investment. You pay for what you get. Practice is great but there’s no substitute for high quality professional lessons to teach you how to be safe in a car......for life.
I personally didn’t buy a car for 2 years after I passed my test. I did have access to a car though. Too many seen to want to scrape through the test as cheaply as possible without properly learning to drive.

Additional practice often leads to picking up bad habits and over-confidence.

99% of those doing truck and bus lessons only get the opportunity to practice when in the instructors's vehicle yet the test pass rates are much higher in those categories.

They would have already gone through it for previous licence so more familiar with theory and road usage. They aren't typically an absolute Learner.

Pretty much everyone i know passed their test by only ever driving the instructors car, It was normal back then.
