Stamp 4 Renewal timeline

We live outside Dublin and husband is due for renewal of his Stamp 4 in September. We do it at the local Garda Station. Does anyone know how long this takes normally to receive the card and if you can renew early? We were going to go visit his mother in October but realized we wont be doing so if he hasn't got the new card…
